Frank attended Pittsburg High School and was drafted during the Vietnam War by the U.S. Army. He later enlisted in the U.S. Air Force, serving as a driver and mechanic. He later married Sandy Medina, which also ended in divorce. On December 27, 2011, he married Dianne Nobriga, and they were sealed in the Payson Utah Temple.
Frank attended Sequoia Tech and became a diesel mechanic, working in San Francisco and Oakland for companies including Greyhound and Colombo Bread. He also served as head of his local mechanics union, advocating for workers and pensions.
He was a devoted Oakland Raiders fan, loved fishing at Kennedy Meadows, and cherished time with family. He was known for his love of animals and his beloved dogs, especially his corgis Sabrina and Tabitha.
